China’s Medium- and Long-Term Development Trends, 2026–2035
A Structural Analysis of Governance, Industry, Employment and Domestic Demand, and External Economic Relations
中国中长期发展趋势评估(2026—2035):治理体系、产业结构、就业内需与对外经济的结构性分析
About this report
This report assesses China’s medium- and long-term trajectory over the 15th Five-Year Plan period (2026–2030) and towards 2035. It covers five areas — governance, industrial structure, employment and domestic demand, local public finance, and external economic relations — drawing mainly on official Chinese statistics, policy documents and published academic research. It describes trends, analyses mechanisms and sets out scenarios without passing value judgements on any country’s institutional arrangements.
Main judgements
- Governance is becoming more institutionalised, rule-based and centrally coordinated. One priority for the next stage is a better balance between strict accountability and encouraging officials to take initiative.
- Industrial policy centres on “new quality productive forces”. R&D intensity reached 2.80% of GDP in 2025, above the OECD average for the first time; policy aims to move firms from price competition to competition on technology, quality and brands.
- The basic framework of the ownership structure remains stable. The private sector provides more than 80% of urban employment; the evidence does not support the view that large private firms will generally convert to mixed ownership.
- Employment structure and domestic demand are the central issues of the 15th Five-Year Plan. Youth unemployment (16–24, excluding students) was 18.0% in September 2026; a “notable increase in the household consumption rate” is a main plan goal.
- External economic relations have proved more resilient than expected. Total trade grew 18.8% year on year in the first three quarters of 2026; the medium-term task is to rebalance domestic and external demand.
Scenarios (2026–2030, with a view to 2035)
A. Steady transition (baseline, about 60%): growth of 4–5%, continued industrial upgrading, a rising share of services consumption and a gradual fall in youth unemployment. B. Accelerated rebalancing (about 20%): a faster rise in the household consumption rate and growth driven jointly by domestic and external demand. C. External headwinds (about 20%): a tighter trade environment, slower export growth and persistent structural employment pressure. The decisive variables are household income and consumption, and the stability of the external trade environment.
